For a given input matrix mat (implemented as a 2D list representing an image), calculate and return the mean thresholded matrix. 

That is, return a new matrix with values of 255 and 0. Each element in the new mattrix has a value of 255 if the value in the original matrix is greater than the mean of the original matrix, and 0 otherwise.

Sample Input:
<class 'numpy.ndarray'>
mat: [[ 1 7 9 13 12] [11 21 61 81 91] [ 5 66 6 5 5]]

Expected Output:
<class 'numpy.ndarray'>
[[ 0 0 0 255 0] [ 0 255 255 255 255] [ 0 255 0 0 0]]
